RETRIEVED AND READ 22 AUGUST 2026. IT WAS FOUND WHILE LOOKING FOR DECISION NO. 1578 AND IS MORE USEFUL THAN THE THING SOUGHT. It is a Syrian Ministry of Electricity study dated 26 September 2021, hosted on the Chinese Ministry of Commerce's server, which is why it survives. IT CONFIRMS THE EQUIPMENT-TESTING LIMB FROM THE MINISTRY'S OWN HAND, VERBATIM: 'An announcement was made to provide a special laboratory to test the photovoltaic panels that are imported from abroad in order to control and monitor their quality and matching them with the approved standard specifications.' That is dated weeks before Decision No. 1578 of 3 November 2021, which secondary reporting says required companies to submit imported alternative energy equipment for quality testing before sale, and which the same reporting says was never made operational because the laboratory was not completed. THE SEQUENCE IS THEREFORE: LABORATORY ANNOUNCED SEPTEMBER 2021, TESTING MANDATED BY DECISION NOVEMBER 2021, LABORATORY NEVER BUILT. Source Chapter 6 line 1897 proposes 'A mandatory equipment testing and certification regime, run against an international standard and published as a public register of approved suppliers'. It is a proposal to build what Syria decided to build in 2021 and did not. That is a better argument and it is the brief's equipment-qualification item answered. DECISION NO. 1578 ITSELF IS NOT IN THIS DOCUMENT AND IS NOT HELD; the number, date and content rest on secondary reporting and the instrument is retrieval owed. A MINISTRY ELECTRICITY SERIES THIS PROJECT DID NOT HAVE, ALL VERBATIM. 'electricity production increased from 34.1 billion (kWh) in 2005 to about 46.2 billion (kWh) in 2010, i.e., with an average growth rate of 6.3% annually.' THAT IS A FOURTH PRE-WAR GENERATION FIGURE: 46.2 TWh for 2010 from the Ministry, against nearly 49,000 GWh 'before the conflict' at SRC-312, about 45 TWh for 2010 at SRC-317, and 49,000 GWh for 2011 at SRC-324. Four figures, three publishers, and the years differ. 'Consumption of Natural Gas: the amount of gas consumed to produce electricity decreased from 20 million m3 per day in 2011 to 7 million m3 per day in 2016. It then increased to 13 million m3 per day in 2019. Since the last quarter of 2020, daily gas imports decreased to 8.2 million m3 per day.' A FOURTH GAS SERIES, and note the last clause switches from gas CONSUMED to gas IMPORTS without saying so. 'electricity consumption decreased from 39 billion (kWh) in 2011 to 15 billion (kWh) in 2016, then the amount of electricity consumed increased to about 22 billion (kWh) in 2020.' Primary energy available fell 'from 24 million (tone oil equivalent) in 2011 to its lowest level of about 10 million (toe) in 2016. It rises to 12 million (toe) in 2020, and it is expected to decline again to about 10 million (toe) in 2021.' Fuel oil rose from 1.6 million tons in 2016 to 2.1 million tons in 2020. THE LEGISLATIVE PICTURE, WHICH CORROBORATES SRC-351: 'Energy Conservation Law No. (3) of 2009' is named, and 'Work is currently underway to amend some provisions of Law No. /32/ of 2010', which is the 2010 electricity law the World Bank appraisal describes. AND A TARIFF INTENTION FROM 2021: 'Correcting price policies, and preparing a clear plan, scheduled annually to adjust the tariff, in order to reach the real cost of producing the electricity commodity.' STATUS READ_IN_PART: the contents, the indicator sections and the legislative and challenges sections are read; the project inventory, the 2030 scenarios and the annexes are not. CAUTION ON PROVENANCE: it is an Assad-government document of September 2021 and reads as one, and any use says so, on the same footing as SRC-093.
