Chapter 8 v1 says 'I searched the framework convention's own submission portals, the national communication and biennial update registries and the transparency reporting registry, in English', and no record of that search exists anywhere in this repository. This row is the search, run and recorded. ROUTE, BECAUSE IT MATTERS FOR THE NEXT ATTEMPT: unfccc.int is behind an Incapsula filter that returns a 200 carrying a block page to curl, with and without a browser header set, a cookie jar and a referer; the Internet Archive serves the same pages unfiltered, and a dated snapshot is better evidence for an absence than a live fetch in any case. WHAT THE THREE TABLES SAY. Each lists every non-Annex I party alphabetically with a row per party and a column per submission. NATIONAL COMMUNICATIONS: the Syrian Arab Republic row carries 'NC1 29 Dec 2010' and 'NIR 29 Dec 2010', linking to unfccc.int/documents/144633, and nothing further. There is no NC2, NC3 or NC4. Its neighbours in the same table carry more: Sudan NC1 7 Jun 2003, NC2 14 Nov 2013, NC3 13 Apr 2025; Sri Lanka NC1, NC2 and NC3; Tajikistan NC1, NC2 and NC3. BIENNIAL UPDATE REPORTS: the Syrian Arab Republic row is present and every cell in it is empty, between Suriname, which carries BUR1 of 5 November 2022 with two REDD+ technical annexes, and Tajikistan, which carries BUR1 of 18 July 2019. They say nothing about whether a Syrian institution holds an inventory it has not submitted, and they were read in English.
