RETRIEVED AND READ 23 AUGUST 2026, AND IT CLOSES A CAUTION THIS PROJECT COULD NOT CLOSE ON 9 AUGUST 2026. audits/reports/matrix_gap_retrieval_digest.md reached the calendar's text through a reader service, recorded that the page 'carries two attachments... neither of which I opened', and left open that 'a deviation notice could in principle add a sovereign and I have not excluded that'. BOTH ATTACHMENTS ARE NOW OPENED AND THE POSSIBILITY IS EXCLUDED. THE CALENDAR, verbatim in its heading: 'Capital Intelligence Sovereign Ratings Calendar 2026' and 'The dates for the publication of sovereign ratings and related outlooks for the next 12 months are as follows'. It names ten sovereigns, each twice: UAE, Qatar, Kuwait, Egypt, Oman, Cyprus, Bahrain, Turkiye, Jordan and Saudi Arabia. Syria does not appear, and the string 'Syria' occurs nowhere in the file. THE DEVIATION NOTICE, 21 July 2026, is made 'in accordance with Article 8a(4) of the European Union (EU) regulation on credit rating agencies' and concerns QATAR ALONE: the six-month review was issued on 21 July instead of the scheduled 17 July because the agency could not give the rated entity one working day's notice, owing to the closure of state institutions for mourning after the death of the former emir on 12 July. It adds no sovereign to the calendar. The string 'Syria' occurs nowhere in that file either. WHAT THIS ESTABLISHES AND WHAT IT DOES NOT, AND THE DISTINCTION IS THE WHOLE VALUE OF THE ROW: it establishes that Syria is not in this agency's published 2026 sovereign publication schedule and that no deviation notice has added it. It does NOT establish that Syria is unrated by Capital Intelligence, still less by anyone else, because a calendar is a schedule of intended publications and not a statement of a rated universe. NO CHAPTER SENTENCE MAY SAY THAT SYRIA IS UNRATED ON THIS ROW. THE OTHER THREE AGENCIES WERE TRIED AGAIN ON 23 AUGUST 2026 AND ARE STILL OUT OF REACH: S&P returned HTTP 403 to www.spglobal.com/ratings/en/research/articles/241009-sovereign-ratings-list-13280461 and to disclosure.spglobal.com/ratings/en/regulatory/ratings-actions; Fitch's rated-sovereign list and Sovereign Credit Atlas require registration; Moody's rated-entity search requires an authenticated session. THE ONE ROUTE NOT YET TRIED is the European Securities and Markets Authority's central ratings repository, which publishes registered agencies' rating data and would answer the question for all four at once. It needs a bulk download and an account, which is an author-level resource, so the three agencies' position remains unstated here under D-051 rather than asserted.
