THE POINT THIS CHAPTER NEEDS IS THE FOURTH AND IT IS SHORT. Verbatim: 'دمج كافة المؤسسات المدنية والعسكرية في شمال شرق سوريا ضمن إدارة الدولة السورية، بما فيها المعابر الحدودية والمطار وحقول النفط والغاز.' That is integration of all civil and military institutions in north-east Syria WITHIN THE ADMINISTRATION of the Syrian state, including the border crossings, the airport and the oil and gas fields. THE VERB IS ADMINISTRATION AND NOT OWNERSHIP, AND THE DISTINCTION IS THE CHAPTER'S. The agreement puts the fields under state administration; it conveys no title, and title was not in question. The widely circulated English rendering at karamshaar.com, which its author labels a rough translation, gives 'into the Syrian state' and loses إدارة. THE COUNT IS A TRAP AND THIS ROW RECORDS IT RATHER THAN RESOLVING IT SILENTLY. The Presidency's own text numbers EIGHT items, the eighth being that the executive committees work to implement the agreement by the end of the year. Al Jazeera's reproduction and the karamshaar.com translation both render seven numbered points and an unnumbered closing sentence. PROSE SHOULD NAME THE FOURTH POINT AND NOT COUNT THE POINTS. WHAT THE AGREEMENT DOES NOT CONTAIN, and it matters more than what it does: NO REVENUE SHARE, no percentage, no account, no metering point, no date for the transfer of any field, and no mechanism. The oil and gas fields are named once, in a list with border crossings and an airport. SIGNATURES: Mazloum Abdi, Commander of the Syrian Democratic Forces, and Ahmad al-Sharaa, President of the Syrian Arab Republic. NOT READ: the Presidency's Telegram post itself, so the reproduction is at one remove from the publisher even though SANA is the state agency; and any implementing instrument.
