THE DESIGNATION IS RESCINDED AND THE OPERATIVE SENTENCE IS THE SECRETARY'S OWN. Verbatim: 'Today, I authorized the formal rescission of Syria's designation as a State Sponsor of Terrorism (SST), following the conclusion of the mandatory 45-day Congressional notification period. I have also delisted Hay'at Tahrir al-Sham's (HTS) designation as a Specially Designated Global Terrorist (SDGT).' Attributed on the page to Marco Rubio, Secretary of State, Press Statement, August 24, 2026. TWO DESIGNATIONS GO, NOT ONE, AND THE SECOND WAS NOT ON THIS PROJECT'S RADAR AT ALL. The HTS delisting as a Specially Designated Global Terrorist is in the same sentence. No chapter of this book has a claim row for it. THE SEQUENCE, ON DOCUMENTS HELD: certification transmitted 8 July 2026 (SRC-370, House Document 119-168); the mandatory 45-day congressional notification period concluding 22 August 2026; the Secretary authorising the formal rescission on 24 August 2026, this row. WHAT THE STATEMENT DOES NOT SAY, AND NO PROSE MAY SUPPLY IT. It gives no effective date separate from the authorisation, names no Federal Register citation, and says nothing about Country Group E:1 or the de minimis threshold at 15 CFR 734.4, which are Commerce instruments and are not moved by a State Department authorisation. It says the two rescissions 'eliminate the final major barriers for private sector investment in Syria', which is the Department's characterisation and not a finding. AND THE DEPARTMENT'S OWN LIST CONTRADICTED IT ON THE SAME DAY: see SRC-371, re-fetched hours after this statement, still naming Syria. A list page is not an instrument and the Secretary's statement is the higher authority; the contradiction is recorded because it is this book's own subject and not because it puts the rescission in doubt.
