OFAC SDN: 'tahrir al-sham' 0, 'nusrah front' 0, 'al-nusrah' 0, 'jabhat al-nusra' 0, across 19,314 entries. CONTROLS RUN IN THE SAME PASS AND ALL HIT, so the zero is an absence and not a broken search: Hizballah 445, Islamic State 146, Al-Qaida 9 and Al Qaida 1. UN CONSOLIDATED LIST: the reference QDe.137 returns ZERO, and the list's own narratives for individuals who remain listed say, repeatedly and verbatim, 'Jabhat al-Nusrah, FORMERLY LISTED AS Al-Nusrah Front for the People of the Levant'. THE LIST DESCRIBES ITS OWN DELISTING IN ITS OWN WORDS, which is the strongest form an absence claim takes. Of 275 ENTITY records, seven mention nusrah, nusra or tahrir and NONE IS THE ORGANISATION: they are other entities whose narratives record a past association. WHAT IS NOT ESTABLISHED FROM THESE FILES: the DATE of the United Nations delisting.
