EVERY YEAR FROM 2011 TO 2023 IS RECORDED AS 0, THIRTEEN CONSECUTIVE YEARS, and the 2023 record carries OBS_STATUS A for a normal value and LATEST_DATA true. SO THE PUBLISHER'S TWO PRODUCTS ENCODE THE SAME ABSENCE TWO DIFFERENT WAYS: the World Development Indicators API returns null, this returns zero flagged as the latest normal observation. Outflows behave identically, values to 2010 rising to 530.19 and 0 for every year 2011 to 2023. AND THE PUBLISHER CONTRADICTS ITSELF WITHIN ONE DATASET.
