THIS ANSWERS TWO QUESTIONS THE BOOK LEAVES OPEN AND IT WAS NEVER OPENED. 08-energy-transition_v21.md:73 reports from the appraisal document, in the future tense, that an account managed by the implementing agency COULD BE OPENED once a financial institution is assessed as acceptable to the Bank. THE DISBURSEMENT LETTER OF 25 NOVEMBER 2025 SETTLES IT: the advance method is not available and no designated account exists, the financial institution field reading Not Applicable. And 10-map-of-capital_v16.md:23 says nothing opened establishes that any of the US$9.50 million reached a Syrian account; the three methods that ARE available are all payments to third parties or reimbursements, which is the design the chapter infers.
