THIS ANSWERS TWO QUESTIONS THE BOOK LEAVES OPEN AND IT WAS NEVER OPENED. 08-energy-transition_v21.md:73 reports from the appraisal document, in the future tense, that an account managed by the implementing agency COULD BE OPENED once a financial institution is assessed as acceptable to the Bank. THE DISBURSEMENT LETTER OF 25 NOVEMBER 2025 SETTLES IT: the advance method is not available and no designated account exists, the financial institution field reading Not Applicable. And 10-map-of-capital_v16.md:23 says nothing opened establishes that any of the US$9.50 million reached a Syrian account; the three methods that ARE available are all payments to third parties or reimbursements, which is the design the chapter infers. THE DOCUMENT WAS ENUMERATED ON DISK BEFORE IT WAS NEEDED: research/SRC-C2_WDS_seep_search.json lists twelve P511407 documents and was captured before the chapter was drafted.
