  1. CREATED 5 SEPTEMBER 2026 while curing BLOCKER B-3 of audits/reports/ch7_v14_to_v21_diff_review_2026-09-05.md. THIS FILE IS NOT THE GAZETTE. Its title page reads THE SYRIA REPORT, Syrian Official Gazette, Issue No. 11 / 2026, Part 2, and EVERY PAGE FOOTS 'Translated by The Syria Report'. IT IS TIER 2 AND MAY NOT BE COUNTED AMONG GAZETTE ORIGINALS, and where it and an Arabic original bear on the same fact THE ORIGINAL GOVERNS. IT IS STILL EVIDENCE AND IT IS SEARCHABLE, BEING IN ENGLISH. ITS CONTENTS PAGE LISTS THE WHOLE OF THAT PART TWO: company registrations, real-estate judge decisions, and amendments to existing companies. THE PROBE COUNTED THE WORD DECREE AND THE SENTENCE REPORTED THE COMPANIES LAW, which is a probe's output reported under a predicate it did not search. 'qualitative' RETURNS 0, 'minimum wage' RETURNS 0, 'salary' RETURNS 0; 'schedule' occurs only as schedules of creditors and of shareholders under company law. The archive lists the six 2026 part twos previously recorded as unlisted, on the ZERO-PADDED slug, and what it serves for each is the translation: issue 1 at 416,155 bytes and 118 pages, issue 2 at 517,318 and 170, issue 3 at 373,385 and 112, issue 4 at 387,131 and 113, issue 7 at 900,670 and 280, issue 8 at 759,935 and 246, with issue 11 at 673,099 and 230. 1,269 PAGES IN ALL, EVERY PAGE FOOTED “Translated by The Syria Report” AND ZERO ARABIC CHARACTERS IN ANY OF THEM.   3. Notes. AMENDED IN THIS PASS on B22-3 and B22-2. The claim that every one of the 398 is the Companies Law is struck in place and quoted, and the row now says “ALL BUT ONE ARE THE COMPANIES LAW”, naming Decree No. 8 of 2007. The row is extended to cover seven translations rather than one, with bytes and pages for each.
  4. Citation, URL_or_path and Snapshot. AMENDED IN THIS PASS on CR-3. Three fields described one 230-page file while the Notes claimed seven, so the citable form named one document and the prose named seven. The row now says “SEVEN ISSUES: 1, 2, 3, 4, 7, 8 and 11” and “1,269 PAGES IN ALL”, with every file and byte count listed.
  5. THE SOVEREIGN AND FUND PROBE RUN ACROSS ALL SEVEN, 6 SEPTEMBER 2026, ON B5-2 OF audits/reports/ch7v24_ch5v55_diff_review_2026-09-06.md, WHICH FOUND THE PROSE WIDER THAN THIS ROW: the chapter said the seven translations carry nothing sovereign and no fund but a company’s own, and what was recorded across all seven was a DIFFERENT PROBE SET, qualitative 0, minimum wage 0, salary 0, with the sovereign and fund words recorded FOR ISSUE 11 ONLY. ALL SEVEN ARE NOW OPENED AND SEARCHED IN ENGLISH: THE WORD SOVEREIGN RETURNS 0 IN ALL SEVEN and DEVELOPMENT FUND RETURNS 0 IN ALL SEVEN. The bare word fund returns 26, 25, 0, 53, 3, 50 and 35 for issues 1, 2, 3, 4, 7, 8 and 11, AND EVERY OCCURRENCE READ IS A COMPANY’S OWN: the company’s funds, assets and rights on liquidation, what remains distributed among the partners, reserve funds, borrowing against funds and financial facilities, and in issue 4 a registered fund-management activity code. The Claims column still said the row was about one issue while four other fields covered seven; it now says [quotation withheld, 11 words; follow the citation]. And the sovereign and fund probe, previously recorded for issue 11 only while the prose spoke of seven, is now run across all seven: the row says [quotation withheld, 8 words; follow the citation].
  7. AMENDMENT RECORD MOVED HERE FROM Citation, 6 September 2026, ON THE REGISTER-VOICE PASS AT audits/reports/register_voice_D162_2026-09-06_basis.md. IT WAS IN THE PRINTED FIELD: scripts/make_works_cited.py prints Citation, so regenerating would have put a diff-review filename, a finding identifier and a struck sentence into the back matter of the book. NOTHING OF THE RECORD IS LOST, ONLY MOVED, and the Citation now carries the citation alone.
