READ 7 SEPTEMBER 2026. 'Syria. Category 7 of 7.' THE COVER MATRIX IS FOUR BUYER TYPES BY TWO TENORS AND IT IS NOT UNIFORM. Sovereign short and long: Normally off cover. Public short and long: Normally off cover. Bank long: Normally off cover. Corporate short and long: Normally off cover. BANK RISK AT SHORT TENOR: 'Restrictive risk assessment', which the page's own key defines as a policy carrying predefined restrictions, as distinct from 'Normally off cover'. SO SEVEN OF EIGHT CELLS ARE OFF COVER AND ONE IS NOT, and any sentence saying Sweden is closed to Syria is wrong at the eighth cell. CAUTION ON THE PHRASE 'Category 7 of 7': IT IS EKN'S OWN AND IT IS NOT THE OECD'S SCALE, which runs 0 to 7 and therefore has eight bands. The v24 pass carried EKN's phrasing onto the OECD and produced a factual error, B3 of the v24 diff review.
