Version history

The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.

  1. Opened at its title and read through the consolidated text of 2023/956 rather than at its own articles. The consolidated text marks its insertions M1. Any sentence relying on a simplification it introduced beyond Articles 10a, 14 and 18 must open it at the article first. [row proposed as SRC-NEW-inline in audits/reports/AQ73_B10_accreditation_registers_2026-09-11.md; registered 12 September 2026]
  2. D-304/D-307 series corrections (03), 18 October 2026: READING OF 18 OCTOBER 2026 (CB-2; D-307): POINT (8), WHICH REPLACES ARTICLE 9, AND POINT (27), WHICH REPLACES ARTICLE 36(2)(b), READ AT THIS REGULATION'S OWN TEXT (research/AQ73_B10_accreditation_registers/CELLAR_32025R2083_dl2026-09-11.txt), as this row requires before a sentence relies on a provision beyond Articles 10a, 14 and 18. Point (8), verbatim: 'Article 9 is replaced by the following: 'Article 9 Carbon price paid in a third country 1. Where the embedded emissions are determined on the basis of actual emissions, an authorised CBAM declarant may claim in the CBAM declaration a reduction in the number of CBAM certificates to be surrendered in order to take into account the carbon price paid in a third country for the declared embedded emissions. The reduction may be claimed only if the carbon price has been effectively paid in a third country.' Article 9(4), last sentence of the first subparagraph: 'Where the embedded emissions are determined on the basis of default values, a reduction may be claimed only by a reference to yearly default carbon prices.' Second subparagraph: 'As from 2027, the Commission may, for third countries where carbon pricing rules are in place, determine and make available, in the CBAM registry referred to in Article 14, the default carbon prices for those third countries and publish the methodology for their calculation.' Point (27): 'Article 2(2) and Articles 2a, 4, 6 to 9, 10a, 15, 19 and 21, Article 22(1) and 22(3) and Articles 23 to 27 and 31 shall apply from 1 January 2026.' Recital (21): 'Where the embedded emissions are declared on the basis of default values, it should only be possible to claim the deduction of the carbon price by reference to yearly default carbon prices, where available.' Recital (22): 'Since the carbon price can be paid in a third country other than the country of origin of the imported goods, such a carbon price should also be eligible for deduction.' Chapter 3 l.111 rests on point (8) in the v33 draft (claim row CBAM-003, proposed). Chapter 8 l.159 and Chapter 12 l.81 paraphrase Article 9 and are drafted by another unit (CB-3, CB-3s). Points other than (8) and (27) are not read at this text; Status stays PARTIAL.
  3. D-304/D-307 series corrections (08), 18 October 2026: READING OF 18 OCTOBER 2026 (unit S3, CB-3s and CB-3, D-307 item 2): ARTICLE 9 OPENED AT THE ARTICLE, in this regulation's own text (point (8), 'Article 9 is replaced by the following') and in the consolidated text of 2023/956 of 20 October 2025 (research/AQ73_B10_accreditation_registers/CELLAR_02023R0956-20251020_dl2026-09-11.txt l.328 to 340). Article 9(1): 'Where the embedded emissions are determined on the basis of actual emissions, an authorised CBAM declarant may claim in the CBAM declaration a reduction in the number of CBAM certificates to be surrendered in order to take into account the carbon price paid in a third country for the declared embedded emissions. The reduction may be claimed only if the carbon price has been effectively paid in a third country.' Article 9(4): 'Where the embedded emissions are determined on the basis of default values, a reduction may be claimed only by a reference to yearly default carbon prices', and 'As from 2027, the Commission may, for third countries where carbon pricing rules are in place, determine and make available ... the default carbon prices'. Point (27), Article 36(2)(b): Articles 6 to 9 'shall apply from 1 January 2026.' Chapter 8 l.159 (v77) and Chapter 12 l.81 (v39) now rest on this text, beside Chapter 3 l.111 (CB-2, another unit). The row's 'Any sentence relying on a simplification it introduced beyond Articles 10a, 14 and 18 must open it at the article first' is met for Article 9 and Article 36(2)(b); the status stays PARTIAL for the rest. The Commission's Q&A 'Last updated on 15 October 2026' (research/PART11_RECHECK_2026-10-16/ec/EC_CBAM_QandA_2026-10-15.txt, read 18 October 2026, after the closing date) still says 'Only the carbon price that has been "[quotation withheld, 7 words; follow the citation]" will count'; it is guidance and the regulation governs, and no chapter cites it.
