Version history

The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.

  1. OPENED 20 SEPTEMBER 2026 on B-3 of the Part Three Gate 6 re-run (the sentence at Chapter 9 line 143 rested on the earlier book's manuscript and a research briefing and on no opened document). WHAT THE ARABIC REPORT SAYS, VERBATIM: the signing was 'خلال اجتماعات عُقدت اليوم الجمعة في الولايات المتحدة الأمريكية' (the report is timed 18 July 2026 00:32, so the Friday is 17 July); the first memorandum, signed by SPC chief executive Youssef Qablawi and Basra Oil Company chief executive Bassim Abdul Karim Nasser, 'الخاصة بإعادة تأهيل وإحياء خط الأنابيب العراقية–السورية «الحديثة–بانياس»، المرتبط تاريخياً بمسار خط «كركوك–بانياس»', in the presence of Iraq's prime minister and the US energy secretary; the second, with 'ائتلاف دولي يضم شركات Chevron و UCC Holding و TI Capital', is 'للمباشرة بإعداد الدراسات الفنية والمالية ووضع الأسس التنفيذية للمشروع، بما يشمل إعادة تأهيل خط الأنابيب والمنشآت المرافقة له'; IN THE AGENCY'S OWN VOICE AND ATTRIBUTED TO NOBODY: 'تستهدف أعمال إعادة التأهيل الوصول إلى طاقة تشغيلية تقدّر بنحو مليوني برميل من النفط الخام يومياً'. NEITHER MEMORANDUM'S TEXT IS IN THE REPORT, and the memoranda themselves are not held; no financing, cost or completion date is stated. The English item carries the same two memoranda without the capacity figure. STAGE: memorandum, on the report of a signing; the financing register of twenty-eight records (counted at 10 August 2026) carries no row for it, and opening one is an author decision recorded in the Gate 6 remediation change report of 20 September 2026. The People's Assembly hearing of 20 September 2026 (research/PA_energy_minister_2026-09-20/, post-closing-date) is consistent: memoranda only, the existing line derelict, the first step Iraq's.
