Version history
The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.
THE ROW RECORDS A CITATION, NOT THE REPORT. Page 1: 'The Executive branch has also repeatedly highlighted Syria in reports and briefings to Congress as a willing and capable partner to deter terrorist groups.3' Footnote 3: 'See, e.g., Report to Congress: Repeal of Caesar Syria Civilian Protection Act of 2019, Sec. 8369(B) of the National Defense Authorization Act for Fiscal Year 2026, June 26, 2026.' The report is not held; its text, certifications against the eight conditions, any classified annex, signatory and transmittal are unknown, and nothing in the letter says whether it was the first report, due on or about 18 March 2026. The release on both sites paraphrases the sentence ('Additional State Department reports and briefings...') and omits the footnote; only the PDF carries it; the Banking copy links no PDF. Read after the closing date: the thirteenth dated exception (D-252). Corroborating lead, not for printing: J. Poblete, Substack, 30 March 2026, 'the first report is expected in late June 2026' (research/CLOSING_CH6_SENATE_2026-09-29/leads/). Hierarchy tier 2 for what the members wrote; the report it cites is not held.
18 October 2026 (CL2-B, closing pass 2, D-315): the closing date is now 18 October 2026, so the reading of 29 September 2026 is an ordinary reading; Chapter 6 l.279 (v98) prints its date without "after this book's closing date". The thirteenth dated exception (D-252) is lifted. Letter re-opened 18 October 2026; both quoted strings verified.
19 October 2026 (closing pass 2, lift sweep): the closing date is now 18 October 2026 (D-315). Each 'after the closing date' above is true of the closing date in force when it was written (17 or 28 September 2026); a reading this row dates on or before 18 October 2026 is now an ordinary dated reading and no prose carries the closing-date label for it (the corrected texts of the D-315 pass were searched for 'closing date' on 19 October 2026: only the copyright page l.13 and the evidence note l.25 carry it, both stating the new date).
