Verbatim: 'أكد محافظ دمشق ماهر مروان إدلبي أن المرسوم 66 لعام 2012 الذي صدر في عهد النظام البائد ظالمٌ وجائر وإرث بائد' and 'إن المرسوم توقف من الناحية العملية ولن ينسحب إلى أي منطقة أخرى سواء باسيليا أو غيرها حتى يُناقش أصولاً عبر الوزارات المختصة وتحت قبة مجلس الشعب ليصدر بمرسوم تشريعي صحيح عبر رئاسة الجمهورية ... مبيناً أن إلغاء المرسوم أو تعديله ليس من صلاحية المحافظة كما يفهم بعض الأهالي، فهي جهة تنفيذية.' No primary text of the statement is held (the governorate's post is a title and a video, not transcribed). Syria TV's wording differs ('إلا من خلال مرسوم رئاسي جديد'; SOURCE_PACK C2); the chapter quotes SANA. The chapter does not print the governor's name here (it names him elsewhere as Syria Direct does).
