The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.
READ WHOLE by unit CL2-D on 18 October 2026. Opening: [quotation withheld, 20 words; follow the citation]. The rest quotes Rana Daoud, head of the urban planning department of Homs city council, on the amendment's purposes (roads, setbacks, services, property uses). It names NO law, NO decree, NO area figure, and neither al-Sultaniyeh nor Jobar. The amended plan itself is not published in the article and has not been sought. MAY NOT SUPPORT: any claim about the plan's content, its legal basis, its area, or the other two neighbourhoods; it is a newspaper report, not the executive office's decision. Missed by the 28 September 2026 pass (STATUS §3.12, MISSED).
