The committees were formed by the then Prime Minister in Aleppo, Latakia, Idlib and Hama, each of five members drawn from the General Company for Engineering Studies, the Directorate of Technical Services, the Engineers Syndicate, a university and the Contractors Syndicate; they visited sites, reviewed structural studies, tested concrete, reinforcing steel and soil, and produced extensive reports. The reports indicated the damaged buildings were neither designed nor implemented per the code, and the outlet contradicts that conclusion in its next sentence.
