RETRIEVED BECAUSE THE v2 CHAPTER ASSERTED AN ABSENCE THAT THIS DOCUMENT FALSIFIES, and it was found by the scoped search run for that absence on 17 August 2026: two searches, one in English on Syrian collapsed buildings, code compliance, permit files and consolidated study, one in Arabic on زلزال 2023 الأبنية المنهارة الكود العربي السوري سجلات المخابر. The English search returned nothing on consolidation; the Arabic search returned this. THE FINDING: THE CONSOLIDATION THE CHAPTER SAID HAD NOT HAPPENED WAS ATTEMPTED, BY THE STATE, IN 2023. VERBATIM IN TRANSLATION: the Prime Minister formed joint committees in the four governorates affected by the 6 February earthquake, Aleppo, Latakia, Idlib and Hama, to assess the condition of collapsed and damaged buildings; they were called five-member committees because each was formed of five members, the head of the branch of the General Company for Engineering Studies, the head of the studies department in the Directorate of Technical Services, a representative of the Engineers Syndicate, a university representative and a representative of the Contractors Syndicate. AND WHAT THEY DID: 'these committees visited the sites of the damaged buildings, reviewed their structural studies, carried out tests on the strength of the concrete, the reinforcing steel and the soil properties at the sites, and produced extensive reports setting out the causes of collapse and cracking'. THEIR CONCLUSION: 'the reports of those committees indicated that the damaged buildings were neither designed nor implemented in accordance with the building code, and that most of the cracking and collapse occurred because of poor implementation and the failure to carry out soil tests'. AND THE OUTLET DISPUTES IT IN THE NEXT SENTENCE: 'this conclusion is not entirely accurate, since many buildings designed and implemented in accordance with the Syrian building code collapsed, particularly in the city of Latakia'. ALSO CARRIED: on the basis of those reports the Syrian Arab Code committee met and issued a final report ratified by the Engineers Syndicate council; the code committee affirmed that the current code requirements are in themselves sufficient to resist earthquakes and decided to continue developing the code with the National Earthquake Centre on seismic maps; the recommendations require at least two soil tests at stated depths, more reinforcement, shear walls above five storeys, no added storey without a structural report, no cladding before a structural safety report, and a ban on rebar recovered from rubble and remelted locally. Under D-051 that is a bar and not a disclosure. AN ARABIC SEARCH WAS RUN ON 17 AUGUST 2026 on the five-member committees, the 2023 earthquake, Aleppo, Latakia, Idlib and Hama, the causes of building collapse and publication. IT RETURNED NO INDICATION THAT THE REPORTS WERE PUBLISHED and no copy of any of them. That is now a search with a stated scope rather than a bare absence.
