The two volumes it prints differ by 0.1095 and the report's Figure 15 prints Syria at -0.11, so the stated decline contradicts the document AND the manuscript's own arithmetic. SEPARATELY, THE MANUSCRIPT'S 'global average of 5.1' IS REFUTED: the tracker gives 5.3 for 2024 and 5.4 for 2025, states it three times, and never prints 5.1. AND THE DENOMINATOR IS CONTESTED WITHIN THE WORLD BANK: this dataset gives Syrian 2024 production as 54,153 barrels a day, which is the figure the published intensity is computed on, while the Bank's June 2025 macro-fiscal assessment gives 63,000, as does the Oil and Gas Journal independently [CORRECTED 24 AUGUST 2026, CH9-B07, AND THE STRUCK WORDING IS QUOTED SO A PARTIAL READING CANNOT REINTRODUCE IT: this row said the fall was 'the largest intensity decline of any country the World Bank tracks' and THAT IS FALSE. Computing 2025 less 2024 across all 104 country rows of the Flaring intensity sheet gives Jordan -79.6273, Timor-Leste -17.2720 and Spain -14.5991 ahead of Syria's -14.4492. SYRIA IS FOURTH OF 104, NOT FIRST. The report claims no rank at all: page 19 says only that Syria and Uzbekistan 'stand out for their declines in flaring intensity (figure 16)', and figure 16 selects its 23 countries by change in flared VOLUME, which is why Jordan, Spain and Timor-Leste are not in it.
