THE SIGNED TEXT IS GAZETTED AND HAS BEEN READ. Decision No. 687 of 30 October 2025, Article 1, Fifth, item 8, sets the domestic tariff in TWO brackets: 600 Syrian pounds per kilowatt hour for consumption of 1 to 300 kWh per cycle and 1,400 above 300 kWh per cycle, both written in words as well as numerals. 1,800 is not a domestic rate; it is the rate for advertising panel lighting at item 5. Article 1 sets 1,400 across almost every non-domestic category at 230, 66, 20, 0.4/20 and 0.4 kV. Article 2 temporarily suspends the three-period intraday tariff, Article 3 applies the decision from 1 November 2025, Article 4 repeals contrary decisions. A COMPANION DECISION RUNS BESIDE IT: Decision No. 686 of the same date, folios 312 to 313, sets 1,700 pounds per kilowatt hour for subscribers exempt wholly or partly from rationing, including domestic consumption through private 0.4/20 kV transformer centres, and 1,800 for advertising lighting and iron smelting, also from 1 November 2025. Any sentence about the price of Syrian electricity must say which population it means. NEITHER DECISION STATES A BILLING-CYCLE LENGTH and neither carries the old rate, so the two-month cycle and the previous nine pounds keep their own secondary sources

THE DISAGREEMENT RECORDED HERE ON 10 AUGUST 2026 IS NOW ADJUDICATED AT THE INSTRUMENT AND BOTH ACCOUNTS WERE PARTLY RIGHT. The account giving 'two residential tiers plus a unified 1,400 for all other users' is Decision 687 and is correct. The account giving four brackets at 600, 1,400, 1,700 and 1,800 conflates two decisions and three populations: 1,700 is Decision 686's rate for subscribers exempt from rationing and 1,800 is advertising lighting in both. ON THE ISSUING MINISTRY, the decisions appear under وزارة الطاقة, the Ministry of Energy. WHAT REMAINS OPEN: the decision predates the 100 to 1 redenomination of 1 January 2026, so its figures are in the pounds then in circulation, and no source opened for this book states how the tariff was restated when the new pound took effect in the month the first bills landed
