THE ISSUE IS DATED ٢١ تشرين الثاني ٢٠٢٥, 21 November 2025. DECISION No. 687 IS IN THE OFFICIAL GAZETTE. Chapter 8 v1 says the tariff structure was 'published on Facebook, which is where a reader has to go to find the price of Syrian electricity, and that is a finding about the evidence base'. IT IS GAZETTED, at folios 313 and 314 of this issue, under 'وزارة الطاقة' and 'القرارات'. That sentence and the finding built on it must go. AND THE DOMESTIC STRUCTURE IS TWO BRACKETS, NOT FOUR. Article 1, Fifth, item 8, verbatim in structure: '٨) للأغراض المنزلية وفق الشريحتين الآتيتين: أ. (٦٠٠) ل.س فقط ستمائة ليرة سورية لا غير لشريحة الاستهلاك من (١-٣٠٠) ك.و.س/دورة. ب. (١٤٠٠) ل.س فقط ألف وأربعمائة ليرة سورية لا غير لشريحة الاستهلاك التي تزيد عن (٣٠٠) ك.و.س/دورة.' So domestic electricity is 600 pounds per kilowatt hour for the first 300 kilowatt hours per billing cycle and 1,400 above it. THE AMOUNTS ARE WRITTEN IN WORDS AS WELL AS NUMERALS, which is what makes them safe to print against the reversed-numeral risk. THE CHAPTER'S 'four brackets running from 600 to 1,800' IS WRONG TWICE: the domestic tariff has two brackets, and 1,800 is not a domestic rate at all but the rate for advertising panel lighting at item 5 of the same list. OTHER OPERATIVE ARTICLES OF 687: Article 2 temporarily suspends the three-period intraday tariff; Article 3 applies the decision from 1/11/2025, which confirms the chapter's effective date; Article 4 repeals contrary decisions; Article 5 orders publication. Its Article 1 sets 1,400 pounds per kilowatt hour across almost every non-domestic category at 230, 66, 20, 0.4/20 and 0.4 kV, with 1,800 for advertising lighting. A COMPANION DECISION THE CHAPTER DOES NOT MENTION. Decision No. 686 of the same date, 30/10/2025, at folios 312 and 313, sets the tariff for subscribers EXEMPT wholly or partly from rationing, 'المعفيين من التقنين', at 1,700 pounds per kilowatt hour for domestic consumption through private 0.4/20 kV transformer centres and for most other categories, and 1,800 for advertising lighting and for iron smelting. Its Article 5 also applies from 1/11/2025. SO THERE ARE TWO TARIFFS RUNNING TOGETHER: those exempt from rationing pay 1,700 and those inside it pay 600 or 1,400 by bracket, and any sentence about the price of Syrian electricity that does not say which population it means is incomplete. WHAT IS NOT ESTABLISHED HERE: neither decision states a billing-cycle length, so the chapter's 'two-month billing cycle' does not come from the Gazette and must keep its own source; and neither carries the old rate of 9 to 10 pounds, so the increase the chapter computes is still an author calculation against a figure from elsewhere.
