JUDGEMENT: a parliamentary research briefing would normally be level 3, but this one carries no footnotes and cites no source for its central figure, which is level 4 at best and arguably level 6. Opened 10 August 2026 and it is where the scope is lost. The sentence is verbatim: With a GDP less than half of its 2011 value, extensively damaged critical infrastructure and 90 per cent of Syrians living in poverty, the cost of rebuilding the country could range from US$250 billion to US$923 billion. US$923 billion is the Development Programme's total economic cost of the conflict, being US$799.4 billion of foregone output plus US$123.3 billion of destroyed capital, published three weeks earlier and explicitly labelled a conflict cost. The briefing relabels it as the cost of rebuilding. It is a one-page document for Members of the European Parliament, it carries no footnotes of any kind, and it gives no source for either end of the range. The briefing carries 54 link annotations resolving to 43 unique URIs. COUNT CORRECTED 12 August 2026 on the v8 factual diff review: this cell first said '43 embedded hyperlinks', which is the unique-URI count wearing the annotation label. Several URIs are anchored more than once, and the distinction matters because the range sentence alone carries five annotations.
