The manuscript states the US$250 billion at the low end of the ILO range is the same quantity measured by the Syrian Centre for Policy Research in 2015. The Bank's annex instead records that in November 2017 the UN Special Envoy Staffan de Mistura reported to the Security Council that rebuilding Syria would require at least US$250 billion, citing Humud and Blanchard 2019, and separately lists SCPR 2015 total economic losses at 255 in 2010 prices
Known conflict
Two plausible origins for the same round number, one a reconstruction requirement stated by an envoy and one a total economic loss measured by a research centre. They are different quantities that happen to sit at the same figure SUPERSEDED IN PART, 12 August 2026, and the conflict is named rather than resolved silently. This row asserts that the EPRS briefing cites no source for either end of its range, and its Action cell said not to attribute the low end to any source. THAT IS NO LONGER WHAT THE DOCUMENT SHOWS. The briefing carries five link annotations on the range sentence; the one on the word 'cost' points to the Atlantic Council commentary at SRC-065, which states $250 billion to $400 billion. Chapter 1 v10 now attributes the floor to that commentary. The row's negative limb is withdrawn; what survives is that the briefing prints no footnote and no in-text citation, which is a different and narrower claim.
