WHY IT MATTERS: the EPRS briefing at SRC-021 links the word 'cost', in its sentence 'the cost of rebuilding the country could range from US$250 billion to US$923 billion', to THIS article, and links the range string itself to the UNDP assessment, which contains no occurrence of 250. Both anchors confirmed at word level on 12 August 2026. SO THE BRIEFING'S RANGE IS SPLICED: the floor comes from this commentary and the ceiling from a conflict-cost assessment, and no single source publishes the range as printed. Chapter 1 line 83 says the lower end 'has no parent' and that which source the briefing had in mind 'cannot be established from the document'.
