The key marking is the single asterisk: Source, OCHA, August 2025. So UNHCR's own May 2026 update carries an internally displaced figure it attributes to another agency nine months earlier, which is exactly what Chapter 1 v3 now states and what v2 had got wrong by attributing it to UNHCR itself. Two asterisks is UNHCR since December 2024, calculated by triangulating population-movement reporting and border-monitoring data. Three asterisks is OCHA and UNHCR, December 2024 to May 2026. RE-READ 19 AUGUST 2026 FOR RETRIEVAL 6 OF THE CHAPTER 7 GATE, BORDER AND LOGISTICS DATA, AND IT ANSWERS MOST OF IT FROM A DOCUMENT THIS PROJECT HAS HELD SINCE 10 AUGUST. The row recorded only the displacement panel, for Chapter 1. The same update carries a border and returns-logistics account that nothing in this register had noted. THE OFFICIAL CROSSINGS IT NAMES: Nassib (Syria-Jordan); Jdaidet Yabous, Arida and Joussieh (Syria-Lebanon); Kassab, Bab Al-Hawa, Al-Salama, Jarablus, Al-Ra'ee and Tell Abyad (Syria-Turkiye); and Alboukamal (Syria-Iraq). A CROSSING OPENED DURING THE REPORTING PERIOD, VERBATIM: 'On 4 May, Syria's General Authority for Borders and Customs opened the Jisr Qamar crossing point linking Homs Governorate with Wadi Khaled in Lebanon, with movements now recorded alongside Jdaidet Yabous (Rural Damascus), Joussieh (Homs), and Arida (Tartous).' THE INSTITUTIONAL PICTURE, WHICH IS WHAT CHAPTER 7 IS FOR. A Syrian General Authority for Borders and Customs exists, opens crossings, and co-operates a data function with UNHCR: 'Returnee Support Windows established in coordination with Syria's General Authority for Borders and Customs at official border crossings to advise returnees on available services and assistance.' In May 1,684 returnee families, 6,793 individuals, consented to share basic information through them, bringing the total since June 2025 to 32,300 families and 131,767 individuals. AND THE SAME AUTHORITY NEEDS UNHCR TO BUILD ITS INFRASTRUCTURE: 'UNHCR continues to work closely with Syria's General Authority for Borders and Customs to install key structural components of the Dabbousieh border crossing bridge (Tartous), alongside the rehabilitation of the Zablatani Immigration Centre in Damascus and 12 civil registry offices across the country.' A border authority that admits people at ten named crossings and depends on an international agency for a bridge and for twelve civil registry offices is the chapter's subject stated in one sentence. MOVEMENT AND TRANSPORT FIGURES, EACH WITH ITS PERIOD: approximately 1.67 million refugees returned to Syria from the political transition of 8 December 2024 to the end of May 2026, and an estimated 1.9 million IDPs returned to their areas of origin; in May, 2,204 vulnerable Syrians were given transport at Joussieh and Bab Al-Hawa, bringing UNHCR transport support since the beginning of 2025 to around 42,700 refugee returnees; organised convoys from Jordan of around 300 returnees arrived at Nassib in May. Funding: USD 323.9 million requested for the Syria Operation in 2026. THE METHOD CAVEAT TRAVELS WITH THE RETURN FIGURE AND IS THE DOCUMENT'S OWN: the 1.67 million 'is calculated based on a triangulation of data from Syria, Turkiye, Lebanon, Jordan, Iraq, Egypt and beyond', and the panel's note says returns are calculated 'by triangulating multiple data sources, including population-movement reporting and border-monitoring data'. SO IT IS A TRIANGULATED ESTIMATE AND NOT A COUNT AT A GATE, and no sentence may present it as border crossings recorded. WHAT PROSE MAY NOT SAY: that the named crossings are all of Syria's, since the document lists those where UNHCR operates or reports and does not claim to enumerate them; or that any throughput or capacity figure exists here, because none does.
