JUDGEMENT: an official government report, so level 3 as an official technical report rather than level 2, which is for law, regulation, datasets and executed instruments. Opened 10 August 2026. Section 4, Official Corruption and Government Transparency, carries the sentence verbatim: In August the government announced that the volume of official corruption during the past 19 months amounted to five billion Syrian pounds ($104 million). The source manuscript's attribution is correct. What the manuscript drops is the sentence immediately following it: However, independent observers claimed the number was much higher. That omission is itself an instance of the chapter's subject and Chapter 2 restores it. Two further points. The report is recording a government announcement, not making a finding, and its wording says so. The Published field is deliberately blank. The Syria chapter carries no date and the release date of the 2010 country reports has not been checked for this project. The report covers calendar year 2010 and was therefore issued in 2011, which is as far as the document itself goes. A blank invites the check; a plausible date would end it. CORRECTION, 10 August 2026, by the second reader. This row previously said the document's own internal conversions are consistent. They are not. Implied pounds to the dollar across the report: bribes 50.0 and 44.0, media fines 50.0, the corruption announcement 48.1, minimum wage 45.7 and 45.6, second jobs 45.0, labour law fines 45.5. The rate behind the $104 million is not the rate most of the document uses. ATTRIBUTION, NARROWED. The PDF carries no title, no bureau and no date: searches for Country Reports, Human Rights Practices and Bureau of Democracy return zero across all 44 pages. The reader concluded the publisher was unsupported too; that goes too far. The document refers five times to the Department of State's annual Trafficking in Persons Report and to the Department of State's annual report on compliance, each with a state.gov address, in the in-house possessive, and the section structure is the Country Reports format. So the publisher is evidenced from inside the document and the TITLE and DATE are not. Source the title or narrow the citation.
