THE DECISIVE FINDING IS AN ABSENCE, AND IT IS STATED AT THE SCOPE SEARCHED: the article carries no monetary figure of any kind. Zero occurrences of 250, 400, 923, 'billion', 'trillion' or '$' across the whole capture, confirmed by reading the body and not only by search. So of the five links on that sentence, this one supports the damage clause, two support the GDP clause, one carries the range string to a document with no 250 in it, and one carries the word 'cost' to the Atlantic Council commentary at SRC-065, which is the only linked document that states US$250 to US$400 billion. THE ATLANTIC COUNCIL IS THEREFORE THE SOLE LINKED PARENT OF THE LOWER END, and the correction drafted for Chapter 1 line 83 stands as drafted rather than needing to name two candidates.
