SECOND VERIFIED COUNTER-EXAMPLE, retrieved to close a defect the drafter shipped in v14. CORRECTED 14 August 2026 after the v16 diff review: the earlier note truncated the verbatim one word before the clause that decides it, and drew an ownership inference the release does not support. The US$12.75 million is the total of the 'Beirut Housing Reconstruction and Cultural and Creative Industries Recovery project', which has two components, housing repairs and grants to cultural and creative entities, and the release publishes NO SPLIT between them, so the figure is a project total and not a housing figure. Implemented by UN-Habitat, funded through the Lebanon Financing Facility, a multi-donor trust fund with contributions from Canada, Denmark, France, Germany, Italy, Norway and the EU totalling US$73.79 million. Full verbatim to the end of the sentence: 'Repairs will particularly focus on a subset of vacant damaged residential buildings that were inhabited by lower-income and vulnerable households WITH LOW TENURE SECURITY, thus facilitating the return of displaced households to their homes.'
