VERBATIM, and it is the sentence the introduction's M3 was blocked on: 'On February 26, 2010, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation with the Syrian Arab Republic ON A LAPSE OF TIME BASIS.' A lapse-of-time conclusion means the consultation was concluded WITHOUT a Board discussion, which is the distinction the access-gate argument turns on. A CONFLICT, NAMED AND NOT RESOLVED, per CLAUDE.md. research/Research_Briefing_Oct2025_Jul2026.md line 410 states that 'The last Article IV Executive Board consultation was 9 January 2009', citing the IMF country page. This document says the 2009 Article IV consultation was concluded on 26 February 2010. The two are probably reconcilable and MUST NOT be reconciled by assumption: the likely reading is that 9 January 2009 concluded the 2008 consultation at an actual Board meeting, while 26 February 2010 concluded the 2009 consultation with no meeting at all. If that is right, then 'the last Article IV' has two different answers depending on whether it means the last concluded or the last discussed, and any sentence in this book must say which. A SECOND FINDING, sixteen years old and directly on this book's subject: 'Directors urged the authorities to IMPROVE DATA QUALITY AND PROVISION to facilitate better analysis of developments and guide policy formulation.' The Fund was telling Syria to fix its statistics in 2010, and the staff statement of 4 August 2026 at SRC-053 conditions the resumption of Article IV on the same thing. Retrieved after the author pointed out that research/ already held IMF material, which is the rule in CLAUDE.md that I had applied to the two gate documents and not to this one.
