Ares(2026)4841230 of 13 May 2026, and carrying the same non-adopted status as the draft itself. ANNEX III IS SHORT AND EXACT, AND IT IS THE ONE CHAPTER 3 NEEDED. Heading: 'Scope of accreditation for independent persons'. Text: 'The scope of accreditation and groups of activities defined in this Annex shall be indicated in the accreditation certificate.' The table has one row: CBAM ACTIVITY GROUP No. LIV, SCOPE OF ACCREDITATION 'Certification of the carbon price effectively paid'. That is the whole of the Annex III scope which Articles 9(1) and 19(1) to (2) refer to. ANNEX IV is the template of the certification report and is materially useful for a later chapter on capability: it requires the accreditation number of the independent person, the name and country of establishment of the national accreditation body, the expiration date of the accreditation, the name of the CBAM certification lead auditor and every auditor and technical expert, THE NUMBER OF CONSECUTIVE CERTIFICATIONS CARRIED OUT BY THE LEAD AUDITOR, and details of physical site visits. ANNEX I is the calculation methodology and ANNEX II the reporting template; NEITHER IS READ, and a sentence relying on point 7.1 on conversion and aggregation, or on Section 3.3.3 on fuel-based carbon taxes, must open them first. THIS DISCHARGES MIN-252 (M-5 of the v2 diff review), which recorded that the annexes were archived and unread while the chapter leaned on the accreditation scope.

Eurelectric's consultation response at SRC-087 cites 'the fuel-based carbon tax algorithm in Annex I Section 3.3.3', so the annexes carry the calculation methods. Nothing from them may be printed until they are read at the page, and the draft caution at SRC-088 applies equally.
