RETRIEVED 15 August 2026 ON THE AUTHOR'S INSTRUCTION TO TRY ROUTE A, AND IT CORRECTS THE CHAPTER. THE 7.6 BILLION IS NOT AN ASSESSMENT OF A VERIFIABLE CIVILIAN COMPONENT. It is the higher of two competing estimates of the LIMIT of Iran's credit line to Syria. VERBATIM: 'As of 2019, Reuters estimated it at $4.5 billion, while others put the figure at $7.6 billion.' AND THE SAME ARTICLE PUTS A LARGER NUMBER BESIDE IT, VERBATIM: 'Iran's oil shipments to Assad over 2013 - 2018 alone are worth $10.3 billion.' Oil deliveries alone exceed the whole credit line on either estimate. AND IT DISCLAIMS THE FIGURE'S BASIC PARAMETERS, VERBATIM: 'In fact, the uncertainty about the credit line goes beyond its limit: Who pays it? Who spends it? In what currency is it valued? When is it due? And what is it used for?' TIER 4 AND NOT PRIMARY: it is authored commentary, not a document of record, and the 7.6 is attributed to unnamed 'others'. It is the furthest back the chain goes on the public record. Karam Shaar's own later compilation attributes 7.6 to Asia Times (2019), which has not been opened.
