READ AT THE PAGE 16 August 2026. THE MOST CITED ACCOUNT OF LAW 10 AND IT IS SUPERSEDED ON ITS CENTRAL FIGURE. It states owners have '30 days to submit documents proving ownership to local authorities'. THAT WAS CORRECT WHEN WRITTEN AND HAS NOT BEEN TRUE SINCE 11 NOVEMBER 2018, when Law 42 of 2018 extended the period to one calendar year. See SRC-096. ALSO ESTABLISHES, and these limbs are not superseded: within one week of a decree, local authorities request a list of property owners; public real estate authorities must provide the lists within 45 days; certain relatives or a designated agent may claim for an absent owner, and an agent requires 'clearance by a government security services'; those who fail to claim are not compensated and ownership reverts to the province, town or city; successful claimants receive shares in the zone. ON DECREE 66 it says the decree has been 'used to target and expel residents of anti-government held areas'. IT DOES NOT MENTION LAW 23 OF 2015. TIER 5 AND NOT THE STATUTE.
