AUTHOR DECIDED ON 16 AUGUST 2026 THAT THE CHAPTER TAKES THIS. Corroboration was then run across outlets with opposed alignments, which is what including it responsibly required, and it holds on every limb. GULF: al-Arabiya, 30 August 2025, citing a Syrian security source. OPPOSITION-ALIGNED: al-Araby al-Jadeed, al-Modon, Syria TV, Hashtag Syria. ALIGNED WITH THE FORMER GOVERNMENT'S ALLIES: al-Akhbar. SPECIALIST: The Syria Report's housing, land and property desk. DOCUMENTATION: Syrians for Truth and Justice. AND THE UNITED NATIONS voiced concern. A story carried in that spread by outlets that agree on almost nothing else is as well corroborated as this chapter will get. WHAT IS ESTABLISHED, and the legal shape of it is the reason it belongs in this chapter rather than in a chapter about violence. Armed men entered on 27 August 2025 and gave residents between twenty-four and seventy-two hours to leave. The notices, whose text Reuters saw on dozens of homes, read IN FULL 'This is a notification to residents of illegal housing in al-Somaria to leave their houses in no more than 48 hours or face punishment under the law' and were attributed to a 'Public Housing Committee of the General Secretariat of the Presidency of the Republic'. THE EARLIER FORM OF THIS NOTE TRUNCATED THE QUOTATION AT 'to leave', dropping the deadline and the sanction, and the chapter inherited that truncation into v1 and v2; corrected 16 August 2026 against the Reuters report of 12 September 2025. NO EVIDENCE HAS BEEN FOUND THAT SUCH A COMMITTEE EXISTS IN THE SOURCES THIS PROJECT REACHED. The Syrian Official Gazette, where a formation decision would be recorded, HAS NOT BEEN OPENED and is not online in any form this project has found, per SRC-046, so the earlier wording of this note, that its formation was not gazetted, asserted a search that could not have been run and is corrected here on 16 August 2026 under the Chapter 4 v2 diff review H4. WHAT IS NOW HELD IS STRONGER AND IS REUTERS': 'Reuters couldn't find any previous record of the Housing Committee cited in the notices', and, in a separate and adjacent sentence, that 'Syria's information and interior ministries didn't respond to requests for comment on the eviction actions in al-Somaria, including what triggered the raids and whether they were authorized by the government'. THE TWO ARE DISTINCT: Reuters searched for the committee's record on its own, and separately asked the ministries about the raids and their authorisation. IT DID NOT ASK WHETHER THE COMMITTEE WAS LEGITIMATE, and an earlier form of this note said it did; corrected 16 August 2026 under the v3 diff review B-S3. The strings 'legitimac' and 'legitimate' occur zero times in the archived page at research/retrieved/reuters-2025-09-12-al-somaria-almonitor.txt. ALSO NOW HELD FROM THE SAME PAGE: the security forces told families they were living on land illegally seized by the Assads and demanded proof of ownership; two residents produced ownership documents which were dismissed as dating from the Assad era and therefore invalid; a neighbourhood committee member said he had LIVED IN the house for forty years and that his father bought it, the purchase itself carrying no date in the report; an earlier form of this note dated the purchase at forty years, which converted a duration of residence into a date of transaction, corrected 16 August 2026 under the v4 diff review B4; and the 22,000 and 3,000 figures are the committee's, which 'Reuters couldn't independently verify'. Houses were marked with an X or an O; a witness whose house was marked X is quoted. REUTERS GIVES THE MEANING PLAINLY, 12 September 2025: an X meant the home was safe to stay in and an O meant it was to be emptied. WHAT IT ALSO RECORDS IS WHY THAT DOES NOT SETTLE MUCH: different groups of security forces sprayed the marks over the course of the raids, some homes carried both letters, and some homes marked X, or marked with both, were served with eviction notices anyway. The earlier form of this note said no source explains what the marks meant, which was true of the sources then held and is not true now. THE REGISTRY SAYS SOMETHING ELSE AGAIN, AND THIS IS THE CHAPTER'S POINT. Plot No. 3603 has been registered in the names of residents of Moadamiyet al-Sham since the 1960s. The people living on it had been there for decades, some holding ownership documents which were disregarded, some holding nothing. The land is also described as state property of the Ministry of Defence. Three answers to who owns it, and the thing that actually moved most of the district was a sheet of paper from a body whose existence nobody has traced. NOT 'undated': no source held here establishes that the notice bore no date. NOT 'no gazetted existence': see the corrected gazette wording above. The subtraction 22,000 minus 3,000 is the author's and both inputs are approximations, so it is good to no better than a thousand either way. SCALE: the population is reported to have fallen from about 22,000 to about 3,000 within a week. REUTERS ATTRIBUTES THOSE FIGURES TO THE NEIGHBOURHOOD COMMITTEE AND SAYS IT COULD NOT VERIFY THEM INDEPENDENTLY, so they are not STJ's count and nobody has stood behind them. Earlier notices in mid-June 2025 had set 1 August as a deadline, and government officials later said no such eviction order existed. On 3 September 2025 the Governor of Damascus said 'the State is governed by law and citizens' rights are protected'. Reporting on 1 September 2025 recorded the evictions suspended. HANDLING, AND IT IS NOT OPTIONAL. STJ is an advocacy organisation and its report of 19 February 2026 is tier 6; the witnesses in it are pseudonymous; the notice text is Reuters' documentation and should be attributed to Reuters. The share of the displaced who are Alawite, the intent behind the marking, and whether the committee exists are three different questions and the chapter must not answer the second or third on the strength of the first. PRIOR: FOUND BY SEARCH 16 August 2026, NOT OPENED, AND FLAGGED TO THE AUTHOR RATHER THAN WORKED ON. WHAT THE SEARCH RETURNS DESCRIBE: al-Sumariyeh lies between Mezzeh in Damascus and Moadamiyet al-Sham; the land was largely wheat and olive farms; Rifaat al-Assad settled officers, non-commissioned officers and loyalists in housing there and named it after his son Sumer. And then reports dated August 2025, AFTER the fall of the Assad government, of the storming of the district and the displacement of hundreds of Alawite families. WHY THIS IS NOT MINE TO DRAFT. CLAUDE.md reserves contested Syrian political, legal, communal and cultural interpretations to the author. This is communal, it is post-Assad, it is live, and the outlets carrying it have declared positions: al-Akhbar is Lebanese and aligned with the former government's allies. Reporting it well would need corroboration across outlets with opposed alignments, a right-of-reply protocol, and the author's judgement on whether the chapter takes it at all. IT IS ALSO THE HARDEST CASE FOR THE CHAPTER'S OWN THESIS, WHICH IS WHY IT IS TEMPTING: a district settled by one government's loyalists, on land taken from farms, whose residents are displaced under the next. Every party to it has a property claim and none of them has clean title.
