CREATED 11 August 2026 to satisfy the first condition of the exception at D-029, which requires the failed retrieval to be recorded IN THE SOURCE REGISTER. It was recorded only in the retrieval queue, and the fifth review found that the protocol and D-029 named different files for the same condition. THE FIGURE: 754 billion Syrian pounds as the 2010 general budget, carried from the author's earlier working and printed in Chapter 2 with the gap stated in the sentence that uses it. This is the single secondary-tier figure authorised under D-029 and the authorisation ends the day the law is obtained. TO TRY: the Wayback Machine on that URL, SANA's archive for December 2009, the Syrian Journal of Laws, or a Ministry of Justice legal database. See retrieval queue item 20 RETRIEVAL ATTEMPTED 12 August 2026 under the D-046 gate and NOT OBTAINED. The instrument is a 2009 Syrian budget law, and no route this project can reach publishes the Arabic statute text: the People's Assembly site did not resolve when tried on 10 August 2026 for the D-045 laws, and the Official Gazette is not online in any form this project has found. NOT AN IMPOSSIBILITY UNDER D-030: the Gazette exists in hard copy, a Syrian law library or a subscription legal database would hold it, and neither has been tried. CONSEQUENCE FOR THE REDRAFT, stated before drafting rather than discovered inside it: any sentence resting on the 2010 general budget must carry that the budget law itself has not been read and name what it does rest on.
AMENDED 18 AUGUST 2026 ON THE D-079 REMEDIATION REVIEW, AND THE SENTENCE IT CORRECTS IS THIS ROW'S OWN. The row said 'the Official Gazette is not online in any form this project has found'. THAT IS FALSE AND SRC-194 HAS RECORDED IT AS FALSE SINCE 17 AUGUST 2026: the gazette is published online, free and without a login, at odd.syria-report.com, weekly by issue number, part and date, and SRC-194 states in terms that 'the archive covers 2009 and transcribes contents from 2002, so there is a live route to Budget Law No. 37 of 2009 at SRC-046'. THE ROUTE WAS RUN ON 18 AUGUST 2026 AND DID NOT PRODUCE THE LAW, and what it returned is recorded here rather than inferred. The archive root and the official-documents listing both return HTTP 200 and neither serves a document link. The year control is not a link at all: it is a Swiper carousel of decade buckets, javascript:void(0) with data-year attributes, of which 2009 sits in a 2000-to-2009 bucket, so the listing is assembled client-side. Two WordPress REST endpoints were tried, wp/v2/official_documents with a search term and wp/v2/search, BOTH HTTP 200 AND BOTH RETURNING ZERO ITEMS. A keyword query and a year query on the front end returned pages with no document links. SRC-194 already records FacetWP returning empty by REST and HTTP 400 by admin-ajax without a nonce. SO THE ROUTE IS TRIED AND FAILED RATHER THAN UNTRIED, and what remains is a session or a subscription, which needs the author. UNTRIED ROUTES STILL NAMED AND STILL FREE: the Wayback Machine on the archive's own listing pages, SANA's archive for December 2009, and the Syrian Journal of Laws. THE EXCEPTION THIS FIGURE RESTS ON THEREFORE STANDS, and the sentence in Chapter 2 must say the archive exists and was tried, not that the gazette is not online.
THE LAW IS OBTAINED, 18 AUGUST 2026, AND THIS ROW MOVES FROM TO_OBTAIN TO READ. It is at SRC-262. ARTICLE 1, VERBATIM FROM THE RENDERED PAGE: 'تحدد اعتمادات الموازنة العامة للدولة للسنة المالية ٢٠١٠ بمبلغ إجمالي قدره (٧٥٤) مليار ل.س فقط سبعمائة وأربعة وخمسون مليار ليرة سورية لا غير موزعة على الأقسام والفروع والأبواب وفق ما هو وارد في جدول بيان النفقات المرافق لهذا القانون'. SEVEN HUNDRED AND FIFTY-FOUR BILLION SYRIAN POUNDS, IN FIGURES AND THEN IN WORDS. Approved by the People's Assembly at its session of 20 December 2009 and published in the repeat of the first issue of 2010, part one, dated 6 January 2010. THE AUTHOR'S ATTRIBUTION WAS EXACTLY RIGHT: Article 1 of Law No. 37 of 2009, 754 billion. CONSEQUENCE, AND IT IS A BAR LIFTED: the single exception this book allowed itself at Chapter 2 line 139 is withdrawn, not defended, and no sentence may now say this figure rests on the author's notes. THE ROUTE THAT WORKED, AND IT WAS FREE. The Internet Archive's CDX index of odd.syria-report.com carries two query strings this project had never seen, '?_official_gazette=2009-01-01,2009-12-31' and '?_official_gazette_keywords=', WHICH IS THE FACET PARAMETER THREE PASSES HAD FAILED TO RECONSTRUCT. On the live archive that parameter returns 111 issue entries for 2009, HTTP 200, and EVERY ONE OF THE 111 ISSUE PAGES WAS FETCHED AND RETURNED ITS FULL TABLE OF CONTENTS AS TEXT: page, text number, date, issuing body, type and title. The issue file is embedded in a viewer whose pdfemb-data parameter is base64 JSON holding a pdf-view URL; requested cold that URL returns HTTP 403, and requested INSIDE THE SESSION THAT LOADED THE ISSUE PAGE, which sets pmpro_visit and sr_pdf_browser_token, it returns HTTP 200 and the PDF. So the wall was a session the site expects, which is the second of the three explanations this project recorded as inseparable, and the one nobody had tested. AND THE FAILURE IS WORTH RECORDING WHERE THE BAR WAS: this row printed 'the Official Gazette is not online in any form this project has found', then recorded four routes tried and failed, then went to the author as a resource question. IT WAS NEVER A RESOURCE QUESTION. D-051 already said a route this process could execute and has not is a bar on printing rather than a disclosure, and the route was two requests long.
