D-304/D-307 series corrections (04), 18 October 2026: READING OF 18 OCTOBER 2026 (Unit 04 of the D-304/D-307 correction cycle, Chapter 4 v67 to v68; audits/reports/series_corrections_2026-10-18/DRAFTING_BRIEF.md): C4-3 and D-304 item 3. The 2026 decree this row's search of 6 September 2026 found ('in 2026 a decree constituting a committee under the Minister of Emergencies and Disaster Management ...') is Decree No. 59 of 8 March 2026 (SRC-463, issue 13 part one p.148); the row lists its four member ministers and not its chair, its three governors or its director. Chapter 4 v67 l.139 drew from this search 'So committees of this kind are made by instruments that reach the Gazette, and the making is published with the names in it' and 'so it gazettes what it decides'. Both are withdrawn in v68: the General Secretariat's decision of 4 December 2025 (SRC-806) formed a committee, orders only communication, names offices, reached the public on Damascus Governorate's Telegram channel, and is not in the Gazette as held on the search of 16 October 2026 (SRC-814). v68 prints the author's ruled form ('usually', D-307 item 2) with the search's limit. The row's own absence for the housing committee stands, and now carries that limit: a Gazette search can find only gazetted committees.

D-308 item 3 revised the C4-3 wording, and Chapter 4 v70 l.157 reads: 'Some committees of this kind are formed by instruments that reach the Gazette, and a search of the Gazette finds only those.' 'Usually' is withdrawn as a frequency the chapter does not support. The row's absence for the housing committee and its limit stand.
