It establishes Plot No. 3603 registered in the names of residents of Moadamiyet al-Sham since the 1960s; residents holding ownership documents that were disregarded; the X and O markings, unexplained; notices giving twenty-four to forty-eight hours; a population fall from about 22,000 to about 3,000; and the Governor of Damascus on 3 September 2025 saying the State is governed by law and citizens' rights are protected.
