READ AT THE PAGE 16 August 2026. The Syria Report, 13 January 2021, tier 4, specialist HLP reporting. THE PIECE'S SUBJECT IS THE CHAPTER'S SUBJECT: which law governs. Verbatim, three instruments 'apply sequentially' to the Homs reconstruction, Urban Planning Law No. 5 of 1982, Law No. 10 of 2018 enabling development zones, and Real Estate Development Law No. 15 of 2008, and the differences between them 'are difficult to define'. They differ 'in the methods of expropriation they allow towards real estate properties, which are reflected in the compensation and alternative housing provided to the impacted property owners'. So the compensation a household receives depends on which of three laws applies, and nobody can say which does. THE PROJECT: commissioned in 2005 by the Homs governor Iyad Ghazal, who asked a private engineering firm for a comprehensive study for urban development in Homs city; it covers nine districts of the city plus surrounding countryside; the current reconstruction phase covers Baba Amro, al-Sultaniyeh and Jobar over 217 hectares. As at July 2019 the zoning plans were finished and an official decree to begin construction was awaited. A DATE CONFLICT TO SETTLE BEFORE PRINTING: this piece gives 2005 for the commissioning; a separate search return gave 2007 for the announcement. They may be the commissioning and the announcement of the same project, and they may not. NEITHER DATE MAY BE PRINTED UNTIL ONE DOCUMENT SETTLES IT. Early 2011 protests included accusations that the governor sought demographic change by turning the old city into a tourism zone. FOUND BY SEARCH 16 August 2026, NOT OPENED. 'Homs Dream', حلم حمص, announced in 2007 by the then governor Mohammad Iyad Ghazal and rejected publicly before 2011; revived since. The Syria Report carries 'Homs Dream Construction Project Returns to the Fore' in English and Arabic. The plan covers Baba Amr, al-Sultaniyeh and Jobar; reported at 217 hectares and 465 residential subdivisions; Baba Amr was proposed for addition to Decree 66 by governor Talal al-Barazi in June 2014. Baba Amr was sealed with concrete walls about three metres high in March 2012 and more than 100,000 people are reported to have left. EVERY ONE OF THOSE FIGURES IS SECONDARY AND NONE MAY BE PRINTED UNTIL THE UNDERLYING PIECE IS OPENED.

The outlet's order ('December 2019', then 'In July that same year') is its own; on its words both events are in 2019 and December is the later. The governor is not named in the chapter.
