Verbatim, three instruments 'apply sequentially' to the Homs reconstruction, Urban Planning Law No. 5 of 1982, Law No. 10 of 2018 enabling development zones, and Real Estate Development Law No. 15 of 2008, and the differences between them 'are difficult to define'. Baba Amr was sealed with concrete walls about three metres high in March 2012 and more than 100,000 people are reported to have left.
