  1. READ AT THE PAGE 16 August 2026. THE THIRD OF THREE INCOMPATIBLE READINGS OF DECREE 237'S LEGAL BASIS, and the reason the chapter carries all three. This piece: 'This was based on the Detailed Zoning Plan No. 104 of 2019, which itself was founded on the provisions of Law No. 10 of 2018.' That is the outlet's characterisation of the framework and not a citation from the decree. Against SRC-099, Syrians for Truth and Justice, which says the decree 'does not openly define which law applies to it' and that the authorities 'apparently avoided citing Law No.10 of 2018'; and against SRC-045, which says it complements 'particularly Law No. 23 of 2015 and Law No. 10 of 2018'. ALSO: the governorate 'appropriated, without compensation, all lands within the zoning area needed for the construction and implementation of roads, squares, parks, car parks, public facilities'.
