IN SANA'S OWN VOICE: 'Syria has introduced a new set of investment reforms allowing 100% foreign ownership of projects', included in 'Decree No. 114 of 2025, issued by President Ahmad al-Sharaa, which amends parts of the country's investment law'. NOT IN SANA'S OWN VOICE, AND THE CHAPTER GOT THIS WRONG AT v2: the repatriation limb is governed by an attribution. 'Economist Zakwan Qreit of Damascus University said in a statement to SANA that... Qreit noted that the decree also allows investors to transfer profits and capital abroad IN ACCORDANCE WITH LEGAL REGULATIONS.' So the profit-transfer point is a named academic's reading relayed by the agency, and the qualification 'in accordance with legal regulations' is part of it. Chapter 4 v1's 'unrestricted repatriation of profits and capital' was a widening on both counts.
