The transcription (fetched 18 September 2026, HTTP 200, 298,355 bytes; read whole the same day) agrees with the print in every provision checked. THE PRINT ITSELF reads 'المادة (3): تعدل المادة /12/' at page 142 and 'المادة (5): تعدل المادة /12/' at page 143, so the duplicated article number is the decree's as gazetted and not a transcription fault.

CH4, the instruments section, the paragraph beginning 'What the transitional period has added' (04-title-land-legitimacy, v54 onward): twenty-one articles amending the law's 1, 5, 6 (printed as 12 in the Gazette, and so in the transcription), 8, 12, 14, 15, 16, 18, 19, 20, 21, 23, 32, 33, 34, 41 and 47; Art. 1 adds definitions of the real estate development and investment zone (منطقة التطوير والاستثمار العقاري), the developer, and the state's private domain; Art. 2 (law Art. 5) no expropriation 'بأي حال من الأحوال إلا بموجب حكم قضائي قطعي' with compensation at real value at the prevailing price on the date of the taking, transferable abroad; Art. 13 (law Art. 23) the Council may allocate state private-domain land to investors 'وفق أسس اقتصادية عادلة'; Art. 11 (law Art. 20) a renewable one-year residence for the foreign investor; Art. 17 (law Art. 41) non-Syrian workers transfer the whole of their wages abroad; Art. 19 where the investment law conflicts with any other law the investment law applies; Art. 21 publication in the Gazette and in force from issue. Art. 38 of the law is not amended. No article states full foreign ownership of projects in those terms.

READ AT THE GAZETTE PRINT, WHICH THIS BOOK HAS HELD SINCE 24 AUGUST 2026 UNDER SRC-382 (issue 24 part one, pages 140 to 146; SRC-382's Notes recorded it from 3 September 2026). The pass of 18 September rendered issue 24's index and read issues 25 to 35, and this row's first Notes said the decree was not found in the Gazette as held and that the duplicated article number was a transcription fault; both withdrawn on 20 September 2026 on the v54 diff review's F-1, the print opened. DATE: 24 June 2025 on the print's date line; SANA reported the decree on 9 July 2025 (SRC-119), the date of a report. SANA's 'full foreign ownership' is the agency's characterisation and is not an article of the decree; the ownership an investor has is the law's Art. 27, unchanged; the economist's transfer point carries its qualifier 'in accordance with legal regulations' (SRC-119) and is the law's Art. 28.
