Its latest dated references are 'Syrian Centre for Policy Research. (2026, March 24). Rhetorical Recovery and Real GDP Stagnation' and 'Syrian Ministry of Finance. (2026). Citizens’ budget: 2026 budget.', and the PDF's creation date is 16 April 2026. The year 2026 is the most the document supports. D-304/D-307 series corrections (05), 18 October 2026: READING OF 18 OCTOBER 2026 (series corrections, unit 05, Chapter 5 v80) ON D-304 ITEM 9 A3. Chapter 5 v80 quotes nothing from this study: the 17-word span at v79 l.129 and the 53-word block at v79 l.135 are replaced by attributed paraphrase (l.129: 'The Centre also estimates that subsidies as a whole ran a net surplus, of 1.4 per cent of GDP in 2024 and 12 per cent in 2025'; l.135: the Centre's conclusion about cause, paraphrased), keeping the figures, the years and the estimate label with the attribution. The licence, PDF page 2 (printed 1), opened 18 October 2026: "[quotation withheld, 42 words; follow the citation]" D-194's measurement ("[quotation withheld, 16 words; follow the citation]") was wrong on its day (VERIFY_A1_A3 F-3: v56 carried the 17-word quotation 371 characters after a mention D-194 lists); the decision log records the correction. The curated appendix (v22 l.79) still quotes the 53-word sentence and a 14-word span: another unit's (crossrefs.md).
18 October 2026 (sibling re-adjudication of curated-appendix v23, PROCEDURE_NOTE_RT07-4; REVIEW_05 R05-3): the 05 append's 'The curated appendix (v22 l.79) still quotes the 53-word sentence and a 14-word span' is true of v22 only. Curated appendix v23 l.79 quotes nothing from this study: it paraphrases, with attribution, the off-budget surpluses of 3.7 per cent of GDP in 2024 and 13.9 per cent in 2025 and the Centre's reading of the surplus's cause. The English book now quotes no SCPR wording; the Arabic edition still quotes SRC-771 (RETEST_04_11_APX RTAX-2).
