THE CHAPTER'S CENTRAL EXHIBIT, AND OPENING IT PRODUCED TWO FINDINGS NO SUMMARY CARRIED. VERIFIED AGAINST THE EARLIER MANUSCRIPT: National Accounts, e-GDDS asks quarterly within one quarter, Syria supplies annual after nine months. Central Government Operations, quarterly within one quarter against annual after two years. Merchandise Trade, monthly against every two years on periodicity, and 12 weeks against 20 weeks on timeliness. Consumer Price Index, monthly with a two-month standard against a one-month Syrian lag, so Syria is faster than the standard. Employment, Unemployment and Wages, an annual standard against quarterly Syrian reporting at two months, again faster. FOUR WHOLLY EMPTY SYRIAN CELLS VERIFY: External Debt; Official Reserve Assets; Public External Debt Owed To Official Bilateral Creditors; Public External Debt Owed To Multilateral Creditors. FINDING ONE, NEW: there is a FIFTH empty row, Taxes On Fossil Fuels, where the standard asks annually within twelve months and both Syrian cells are blank. This is the single e-GDDS category that would let anyone outside government see the quantity SCPR says the 2025 surplus is made of. It joins SRC-137 to this document. FINDING TWO, NEW: Central Government Gross Debt is a PARTIAL blank, not a full one. Syria states an annual periodicity against a quarterly standard and leaves the timeliness cell empty, so it is not accurate to say the debt categories are uniformly blank.
