OPENED SPECIFICALLY TO TEST AN ATTRIBUTION, AND THE ATTRIBUTION IS WRONG. The earlier manuscript cites U4 and the Chr. Michelsen Institute, on 6 March 2026, for a 27 billion dollar figure and for the quoted diagnosis that the public sees the outcome but not the process. NEITHER IS IN THIS PAPER. Full-text search returns no occurrence of '27 billion', no 'sees the outcome' and no 'process through which'. Both are in the U4 BLOG at SRC-141. The paper is dated January 2026, not 6 March 2026. The paper does carry the security-sector and economic-governance analysis, and records extortion at checkpoints as a practice of the former regime at its line 673.
