Version history

The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.

  1. OPENED SPECIFICALLY TO TEST AN ATTRIBUTION, AND THE ATTRIBUTION IS WRONG. The earlier manuscript cites U4 and the Chr. Michelsen Institute, on 6 March 2026, for a 27 billion dollar figure and for the quoted diagnosis that the public sees the outcome but not the process. NEITHER IS IN THIS PAPER. Full-text search returns no occurrence of '27 billion', no 'sees the outcome' and no 'process through which'. Both are in the U4 BLOG at SRC-141. The paper is dated January 2026, not 6 March 2026. The paper does carry the security-sector and economic-governance analysis, and records extortion at checkpoints as a practice of the former regime at its line 673.
