VERBATIM: 'the content and selection criteria of the US$27 billion in investment agreements signed by the new government have not been published.' VERBATIM ON THE QUOTATION AND ITS PROVENANCE: 'As Daher noted at a U4 Partner Forum in December 2025, the public sees the outcome, but not the process through which decisions are reached.' SO IT IS ONE NAMED AUTHOR'S REMARK AT A FORUM IN DECEMBER 2025, REPORTED IN A BLOG IN MARCH 2026. It is not a finding of the U4 Issue and must not be attributed as one. A SECOND CORRECTION, AND IT IS A WIDENING: the blog says petty corruption 'has receded' and that petty corruption and bribery 'are decreasing'. The earlier manuscript says customs and checkpoint bribery 'has largely disappeared'. RECEDED IS NOT LARGELY DISAPPEARED. NEW MATERIAL WORTH CARRYING: representative positions within chambers of commerce and industry are unelected, with appointments made directly by the transitional government; and an application called Sham Cash is the vehicle for all state salaries despite not being recognised as a bank.
