Three current claims: that the channel carries all state salaries, that it is not recognised as a bank, and that funds bypass the Central Bank and the global banking system. AS AT THE SOURCES OWN DATES, the newest being 6 March 2026. The commission estimate of around three million dollars a year is Al Majallas own and is attributed by it to nobody.
Known conflict
CORRECTED 1 SEPTEMBER 2026, HOURS AFTER THIS ROW WAS OPENED, ON THE AUTHOR'S RULING THAT A SOURCE FOUND MUST BE READ. This cell said a search had returned July and August 2026 reports of a licensing process under Central Bank directives which could not be opened. THAT RESTED ON A SEARCH ENGINE SUMMARY NOBODY OPENED, and a second search the same day with the three refusing outlets excluded returned no such July 2026 announcement at all. IT IS WITHDRAWN. WHAT WAS THEN OPENED: SRC-443, the Central Bank's own directory of banks and exchange companies, which lists sixteen banks and names no electronic payment provider and no Sham Cash; SRC-442, SMEX of 26 March 2026, carrying the operator Ahmed Al-Kilani's claim that the funds are held by the Central Bank, which no Central Bank official is reported confirming and which contradicts SRC-440; and the Syrian Future Movement statement of 9 March 2026, which says nothing about licensing. NO INSTRUMENT AND NO CENTRAL BANK STATEMENT ABOUT THIS APPLICATION HAS BEEN OPENED. THE LICENSING SECTION WAS THEN OPENED, the same day, at SRC-444: the bank licenses electronic payment and collection services companies, with a final licensing and company registration step, and it names no company. Read with SRC-443's directory, which lists sixteen banks and no electronic payment company, the position is that a route to a licence exists and the bank publishes nobody holding one. Scope: two pages read on 1 September 2026, not every record the bank keeps. || CORRECTED 1 SEPTEMBER 2026 ON THE v39 DIFF REVIEW, CRITICAL 1. THIS CELL TWICE RECORDED THAT THE CENTRAL BANK'S DIRECTORY LISTS SIXTEEN BANKS AND TWICE CALLED THE PAGE A DIRECTORY OF BANKS AND EXCHANGE COMPANIES. BOTH ARE WITHDRAWN AND BOTH WERE WRONG AT THE DOCUMENT. The page is the Banks page of the section on the structure of the financial sector, cat_id 1372. Verified by joining both editions on cat_id: the ARABIC names twenty-one institutions, six public, eleven private conventional and four private Islamic; the ENGLISH names nineteen, six, ten and three, carrying two empty anchors at cat_id 1389, Shahba Bank, and cat_id 2184, the National Islamic Bank. The Directory of Banks and Exchange Companies is a separate publication at act=569 which returns HTTP 200 and carries no document.

Sham Cash's managing director is reported on 26 March 2026 saying the funds are held by the Central Bank, which is the opposite of the second limb of this claim.
