THE CHAPTER'S OPENING OBJECT, AND RETRIEVAL CHANGED IT. A claim written in May 2026 that the fund publishes nothing would have gone into a 2026 book already overtaken. AS OF 16 AUGUST 2026 the fund publishes About, Vision, Objectives, Governance, Oversight, Investments, FAQ, Media Centre and Contact sections, and answers the FORM of every governance question and the SUBSTANCE of none. VERBATIM ON LEADERSHIP: 'The Syrian Sovereign Fund is managed by an independent Board of Directors comprising experts from various fields, supported by a Director General and a specialized executive team.' NO BOARD MEMBER IS NAMED AND THE DIRECTOR GENERAL IS NOT NAMED. VERBATIM ON OVERSIGHT: 'The Fund submits quarterly and annual reports to the Presidency of the Republic.' The reports go to the owner; publication is not mentioned. VERBATIM ON AUDIT: 'The Fund is subject to financial audits conducted by bodies independent of the Fund.' The bodies are not named and no audit report is published. VERBATIM ON GOVERNANCE: 'Inspired by the global Santiago Principles.' The earlier manuscript's line that inspiration is not institutionalisation now verifies at the fund's own words. UNDER 'THE FUND IN NUMBERS': 36 specialized sectors, 40,000+ job opportunities, 11 central companies, 270+ employees. NOT ONE CARRIES A MEASURE, A PERIOD, A BASIS OR A DATE. MEDIA CENTRE, 2 AUGUST 2026: the fund, through Sarh Holding, has signed a contract with InterHealth Canada to rehabilitate 14 national hospitals; no value, term or procurement route is published, so under planning/matrices/transaction_status.tsv it is held at stage 1 ANNOUNCED and not at stage 4 SIGNED_CONTRACT. THE ARABIC EDITION OF THE SITE, AS SERVED 21 SEPTEMBER 2026, IS AT SRC-624 AND DIVERGES FROM THIS ROW'S ENGLISH AT ONE FIGURE: under الصندوق بالأرقام it prints '+40,000 موظف وعامل' (employees and workers, a headcount) where the English edition read on 16 August 2026 printed 'more than 40,000 job opportunities'. Chapter 5 line 95's account of Al-Quds al-Arabi rendering the figure as headcount may therefore be the Arabic edition's own wording. FOR THE AUTHOR (Chapter 5 Arabic translation report, 21 September 2026). The media-centre item on the hospitals contract is held only as this page's teaser; the Arabic item as served 21 September 2026 states a 24-month term and the Ministry of Health's supervision (SRC-624), which line 99's 'no term' should be checked against as the item stood on 16 August.

THE HOME PAGE STILL PRINTS 'The Fund in Numbers' WITH '40,000 Job Opportunities', where the Arabic edition prints '+40,000 موظف وعامل' (SRC-624). THE HOSPITALS ITEM, in English as served today, dated August 2, 2026, verbatim: 'The Syrian Sovereign Fund, through Sarh Holding, has signed a contract with InterHealth Canada to upgrade and rehabilitate 14 model national hospitals under the supervision of the Ministry of Health. The project will be implemented over 24 months and span several Syrian governorates.' It goes on to name 'Joint Commission International (JCI) accreditation requirements', the fourteen hospitals by name, 'a combined capacity of 3,591 beds', 'more than 310,000 beneficiaries each month', and says the project proceeds 'without changing the existing cost structure or imposing additional financial burdens on citizens'. IT STILL CARRIES NO VALUE, NO PROCUREMENT ROUTE AND NO BASIS OF SELECTION. Whether the item read so on 16 August 2026 is not established: this row's capture of that day is the home page, whose teaser of the item ends at 'under the…'. Chapter 5 v73 prints the re-reading with its date.
F-1 OF THE v73 DIFF REVIEW, 21 SEPTEMBER 2026: the hospitals item embeds a 94-second video with three captioned speakers (the chief executive of Sarh Holding, an InterHealth Canada representative, the Minister of Health), whose speech is not transcribed; the reviewer frame-sampled it and saw no value, route or basis on screen. What this row's 'no value, no procurement route, no basis of selection' covers is the item's TEXT in both editions; the video is not read. Chapter 5 v74 scopes the sentence to the text.
