THE CHAPTER'S OPENING OBJECT, AND RETRIEVAL CHANGED IT. A claim written in May 2026 that the fund publishes nothing would have gone into a 2026 book already overtaken. AS OF 16 AUGUST 2026 the fund publishes About, Vision, Objectives, Governance, Oversight, Investments, FAQ, Media Centre and Contact sections, and answers the FORM of every governance question and the SUBSTANCE of none. VERBATIM ON LEADERSHIP: 'The Syrian Sovereign Fund is managed by an independent Board of Directors comprising experts from various fields, supported by a Director General and a specialized executive team.' NO BOARD MEMBER IS NAMED AND THE DIRECTOR GENERAL IS NOT NAMED. VERBATIM ON OVERSIGHT: 'The Fund submits quarterly and annual reports to the Presidency of the Republic.' The reports go to the owner; publication is not mentioned. VERBATIM ON AUDIT: 'The Fund is subject to financial audits conducted by bodies independent of the Fund.' The bodies are not named and no audit report is published. VERBATIM ON GOVERNANCE: 'Inspired by the global Santiago Principles.' The earlier manuscript's line that inspiration is not institutionalisation now verifies at the fund's own words. UNDER 'THE FUND IN NUMBERS': 36 specialized sectors, 40,000+ job opportunities, 11 central companies, 270+ employees. NOT ONE CARRIES A MEASURE, A PERIOD, A BASIS OR A DATE. MEDIA CENTRE, 2 AUGUST 2026: the fund, through Sarh Holding, has signed a contract with InterHealth Canada to rehabilitate 14 national hospitals; no value, term or procurement route is published, so under planning/matrices/transaction_status.tsv it is held at stage 1 ANNOUNCED and not at stage 4 SIGNED_CONTRACT.
