The page carries 'Published: 2025/07/09 8:45 PM' and reports that the President 'issued on Wednesday the Decree No. (113) for the year 2025'. 9 July 2025 was a Wednesday. The fund's own site dates the decree to 24 June 2025. BOTH ARE DEFENSIBLE AND THEY ARE NOT THE SAME EVENT: the instrument bears one date and the announcement another, fifteen days apart. The chapter states which is which.
