PARTLY CLOSES BATTERY FINDING B9 AND NARROWS WHAT THE CHAPTER MAY SAY. VERBATIM: the decree 'which the official Syrian news agency (SANA) carried today, WEDNESDAY 9 JULY', establishes the Development Fund, which enjoys financial and administrative independence, for reconstruction and the development of infrastructure, and finances projects through QARD HASAN, interest-free lending. Its funding is individual donations from Syrians inside and outside Syria and recurring donations through a permanent-donor programme. WHAT THIS DOES NOT ESTABLISH, AND THE CHAPTER MUST BE NARROWED ACCORDINGLY. THE TEXT OF DECREE 112 IS STILL NOT OPENED, so nothing may be said about its articles or the authority it invokes. The chapter's 'created the Syrian Development Fund in the same package, on the same authority, in the same week' IS NOT SUPPORTED as written: what is supported is that both decrees' ANNOUNCEMENTS appeared on 9 July 2025 and that both funds are financially and administratively independent bodies linked to the Presidency. Decree 113's INSTRUMENT is dated 24 June 2025 at SRC-153; Decree 112's instrument date is unknown to me, so 'the same week' may be true of the announcements and false of the instruments. ALSO WORTH CARRYING: the Development Fund's mandate is materially different from the Sovereign Fund's. It is donation-funded and lends interest-free; the Sovereign Fund invests state assets. The Decree 117 contrast does not depend on the two funds being alike, and the chapter should not imply that they are. The bar above, that nothing may be said about Decree 112's articles or the authority it invokes, IS LIFTED by SRC-165: the Arabic text was supplied by the author on 17 August 2026 and read in full at all fifteen articles. The instrument is dated 24 June 2025, the same day as Decree 113, so 'the same week' was true and is now stated as the same day, and the preambles are word for word identical, so 'the same authority' is established rather than assumed. WHAT THIS ROW STILL RECORDS, unaffected: the 9 July 2025 announcement date, the qard hasan and donations mandate, and the warning that the two funds' mandates differ materially.
