What is established: the programme that survives is 31 CFR part 569, renamed, and its authorities now include the Syria Human Rights Accountability Act of 2012, section 234 of CAATSA, the Caesar Act and the Illicit Captagon Trafficking Suppression Act of 2023. THE CAESAR ACT APPEARS IN THE AUTHORITIES OF A RULE EFFECTIVE 25 SEPTEMBER 2025 AND WAS REPEALED ON 18 DECEMBER 2025 AT SRC-175, so any claim about part 569's authorities must carry a date.
