  1. READ 17 August 2026 across regulations 1 to 24. REGULATION 24 IS THE EXHIBIT: it omits regulation 16 of the 2019 Regulations, headed 'UK credit or financial institutions: accounts and correspondent banking relationships etc', together with regulation 17 (representative office, branch or subsidiary of a Syrian credit or financial institution), regulation 18 (acquisition of ownership interest by a Syrian credit or financial institution), regulation 20 (insurance and reinsurance), regulation 21 (investments in crude oil and electricity production), regulation 41 (bank notes or coinage) and the whole of Part 6 (aircraft). Regulation 10 inserted a definition of 'the Governing Authority of Syria' that EXPRESSLY INCLUDED THE CENTRAL BANK OF SYRIA for the gold, precious metals and diamonds chapter; SRC-185 later removed it. The UK acted on 25 April 2025, a month before the EU and two months before the United States.
