  1. READ 17 August 2026. IT IS EVIDENCE OF WHAT THE GOVERNOR SAID, NOT OF WHAT SETTLED. Governor Abdul Qader Husariya is reported as having sent the first messages to correspondent banks worldwide including the Federal Reserve Bank of New York, and as saying receipt was confirmed. Reuters, reported the same week, quotes him more precisely: 'We sent (a) greeting message to all our international correspondent banks. We started with the Federal Reserve.' A GREETING MESSAGE IS A MESSAGING EVENT AND NOT A CORRESPONDENT ACCOUNT, A SETTLEMENT OR A CLEARED PAYMENT, AND THE CHAPTER MUST NOT LET THE REPORTING'S VERB SURVIVE INTO ITS OWN PROSE.
